Update dev version to 3.13.0
fix NUKE_CERT variables to be case insensitive
* add two flags for upload to lokalise; * replace-modified assists in bringing in translations from other sources; * cleanup-mode removes old strings that have been changed

The recent changes to dev were to update browser build and add translations.
This PR brings in those changes and updates the released version number to 3.12.1.
