Update dev to 3.14.0

Purpose: Prepare for Release 3.14.0

Collect updates to dev branch prior to merge into dev.

• When ready and approved, this PR will be merged into dev and then to main with version number 3.14.0.

Moving forward, for each a release dev and main will start out with the same version number and code. Later updates to dev will increment to 3.14.x until ready for the next release.

The Details section of this PR will be updated with each commit added to this PR.

Details

• bump version number to 3.13.2 (and later to 3.14.0)
• update fastlane to 2.233.1 and fix security issues in Gemfile.lock, see PR Chore/update to fastlane 2.233.1 #437
  • later update fastlane again to 2.234.0 - no longer need the additions to Gemfile for security updates
• pod-keep-alive: update OmniBLE to latest version, dev, commit 14c03be to bring pod-keep-alive feature into Loop
  • update OmniBLE again, dev, commit 1912793 bring in translations from lokalise
• update CGMBLEKit: fix for G6 sensor in the future upload to Nightscout
• add CONTRIBUTING.md file with contribution guidelines, see PR Add CONTRIBUTING.md file, adapt from Trio #439
• update Loop to provide fixes to Live Activity
• update Loop to fix Live Activity on watch - tap now opens watch application instead of saying - open on phone
• update submodules for translations from lokalise and adjust languages
  • use consistent 25 languages across all repositories
  • remove Checken (ce) and Hindi (hi) which have essentially no translations
  • add Korean ((ko) because Dana pump is available in feature branches
• Bump version to 3.14.0
  • decide that we will drop the odd dev, even main concept
  • This simplifies the release process
• A new version of fastlane was released, so add that and do a successful test of the Browser Build

Test

Prior to uploading updates to LoopKit/LoopWorkspace, confirm each modification can be built with Mac-Xcode and GitHub actions.
