Solves #371
Add new secrets
Few mistakes corrected

Pass on each secret of a specific level to check if
there is a Vehicule required one

If so the vehicule locations picked by the rando are
only the Validated ones
(The validated=false are troll locations where skidoo cannot be reached)

NB : had to change the parameters of the function GetRandomLocation
for VehicleUtilities to take the full level instead of just the name
I tested most thoroughly the ones a bit touchy to get the skidoo safely.
I have roughly 5 or 6 troll locations ( Validated=false)
If i'm not mistaken i moved room 61 to gold area (if i'm not mistaken all is good anyway :D)
Unglitched the one in room 59 that is totally reachable vanilla
Weird switch Jade/Stone look with my test

Placed stone...trview says its stone... but it is green
And the one i placed as Jade is stone...
Dunno if the one at the very beginning shall be indicated as hard because you can barelly see it.
But some entirely hidden in structures are still easy so I put easy
