api-ms-win-core-synch-l1-2-0.dll is missing... but I can see this file in the Windows folder

I am running the 'koboldcpp_CUDA_only'.

Expected Behavior

Im trying to start the ggml model by doping them onto the koboldcpp_CUDA_only.exe, however each time I get an error message that api-ms-win-core-synch-l1-2-0.dll is missing (I tried with the three of the following files "pytorch_model.bin", "ggml-model-f16.bin" and "ggml-q4_1.bin", each has given me the same result).

Environment and Context

Im using Windows 7 64.

Windows 7 is not a supported platform. Does it work with the regular build?
