  • when suspend fails, restart network services properly
  • do not restart network services every time we retry suspend
  • move suspend retry logic out of waitforwake (moved downstream to tg5040, tg5050 and PLAT_deepSleep)
  • tg5040: workaround for false negative case where the system sleeps properly yet returns nonzero

This addresses #594
