Locking/unlocking a task works! I manually checked in database. A visual change should be added but the functionality is there. Ready to merge. Great job, the git conflicts remain undefeated!

implemented lock/unlock functionality for admins on my tasks and team tasks page on the tables for to do tasks
resolves #250
