Plotsquared support, World name format and Dynamic world load

What's Changed

• Add support for Plotsquared permission, now CustomBlock and Interact Settings won't bypassing Plotsquared permission check.
• Provide new config "world-name-format", used to set special prefixes or names for BuildWorld
• Add dynamic world load feature, now the unloaded build-world will be reload when the world is accessed by Bukkit#getWorld(String name) (i.e. if you set the home in a build-world, and the world unloaded due to expire afk time, the world will be load once you use command to back to home instead of showing the world does not exist).
