One solution does not exclude the other one.
That should be fairly easy to implement. It is mostly playing with: Probably add a configuration option, but I don't think that would be too hard to implement, especially since @cdzombak implemented the Pinned/Featured albums.
That has quite some implications, for example, should a tag album be allowed to be belong to multiple groups? |

Enhancement
We're currently migrating from Piwigo to Lychee. In Piwigo, it was possible to create tag albums within other albums. As far as I know, Lychee only offers the option to create tag albums at the top level, separate from the normal albums, which is perfectly fine. However, since the smart albums are displayed at the top of the page and we've about 40 tag albums, they would take up almost the entire page and you'd have to scroll down to see the actual albums.
The simplest solution would probably be to simply move the tag albums after the regular albums. Perhaps with an option to keep the system tag albums ("Unsorted", "Starred", "Recent", ...) at the top.
Another solution would be to be able to group tag albums (e.g. a folder called "Nature" which then contains the tag albums called "Birds", "Fish", "Mountains", etc.).
I know there have already been discussions about allowing tag albums within normal albums (such as #1141, #1567), which would of course be the most flexible solution. But I also understand that this is probably very difficult to implement with the current architecture (and/or out of scope). But having groups/folders for tag albums would already be a very big improvement.
