Detailed description of the problem

I'm using the docker image. It seems that every time I edit and save an image's details it subtracts my browser's timezone offset (currently BST/+1) meaning the sort by upload is thrown off.

1. So, say I have a file that says uploaded at 17:00 UTC
2. When I edit the details the upload time field displays 17:00
3. I save the file and it subtracts an hour off the upload time, the upload field now displays 16:00
4. Backout and check the about text, it now says it was uploaded at 16:00 UTC

For giggles, if you just repeatedly hit the save button while doing nothing else you can watch it repeatedly change the time like a strange countdown. Seems the same happens with taken date as well, with the bonus that changing the timezone drop-down doesn't actually change the timezone it subtracts from the value.
