Error when optional inputs

Getting this error:
FailedJobSubmit: Parameter year missing from inputs. Didn't find any default set for it in algorithm specification. Please specify it and attempt to submit.

Can replicate error with process id 40 for UAT with inputs as empty JSON

Problem is we need to implement this in validate_job_submit function
