As observed by @mohdmanaz in #255, the opf.use_vg option cannot currently be used if there are generators at PQ buses, since their voltages will be mistakenly forced to the generator's VG setpoint
The opf.use_vg option indeed should not affect PQ buses. So, I consider this a bug.
