Changes made in this Pull Request:

• The wheels on the bus go round and round... and now build for arm64
  • See https://cibuildwheel.readthedocs.io/en/stable/setup/#cirrus-ci for the base template

• Add in the machinery for uploading to test / real pypi
• Add in the trigger machinery
• Buy hummus, bread, and tomatoes

Ok @MDAnalysis/coredevs - this is, as far as I can work out, done and ready to merge. It's the last thing left on the 2.5.0 release.

I can't test it out fully (although I did accidentally upload some dev files to pypi... oops), so we'll have to do it live on release.
