Main principles to establish the governance of the federation

This federation framework is intended to be used in environments where heterogeneous data need to be harmonized, standardized and available for exploration, discovery and sharing. The main paradig is that the original data don't need to be curated or preprocessed to be shared. For that end, the federation need to:

1. Define the standard of the federation
2. Create the database representing the standard
3. Provide a web service for easy mapping of the local data to the estandard of the federation
4. Provide robust services for data extraction, trasformation and loading
5. Provide services for data visualization, exploration and sharing
6. Provide each data provider with a persistent unique identifier for its data in the federation

The federation has to establish policies to accept or revoque membership in the federation as well as policies to deal with personal data protection, data access, security, etc.
