Update footer license statement

Why these changes are being introduced:

UXWS revisited this copy in USE-124 and requested
this change, per Katie Zimmerman's feedback. We
are only prepared to make this change in USE UI
at this time.

How this addresses that need:

This makes the requested change to the license
statement, removing the reference to CC BY-NC.

Side effects of this change:

It's possible a theme-level change is warranted,
but that is beyond the scope of this project.
