This pull request modernizes the build and development workflow for the
mpas_toolspackage by switching fromconda-buildtorattler-build, updating dependency management practices, and improving documentation for developers. It introduces a newpixi.tomlfor streamlined environment management and ensures consistency across configuration files. Several documentation files are updated to reflect these changes, and thelibnetcdfdependency is upgraded to version 4.10.0 across all CI environments.
