Lahap not charge for jewel combination or jewel dismantle.

To Reproduce
Steps to reproduce the behavior:

1. Go to Devias
2. Click on jewel combination / jewel dismantle
3. You will not pay any zen for that service.

Desktop (please complete the following information):

• OS: Ubuntu 24.04

Tested on both clients (GMO & MuMain).
