This commit adds references/bgg_lookup_2510.pdf, but the repository rule in AGENTS.md states that directories named references are read-only and must never be edited. Keeping that directory immutable is part of the project workflow contract, so landing this change will violate repository policy and make future reviewer/builder automation inconsistent with the documented constraints.
