Add support for batch build. As of now, feature must be enabled on extensions via
batch = trueattribute.Terrabuild creates clusters using following attributes:
Batch build must be supported on all commands used in a target as well.
Once a cluster is identified, Terrabuild asks extensions to generate commands for to batch build the whole cluster.
