Cross-domain normalization of metrics

An action domain such as Discrete Actions (GridWorld) might be considered easier than domains such as Physics based manipulation. The performance values may not be representative if not normalized to each domain's difficulty. Come up with a normalization method for the performance metrics to standardize comparison across domains.
