[Request/All] improve user mention lookup #253

results order when typing @ to find a username to mention is not practical as it is
Describe the solution you'd like
- FIRST: have usernames corresponding to characters typed ordered
- in chronological order from last 6 hours
- if no messages in last 6 hours, from last 100~250 messages
- if FIRST doesn't return results, then SECOND: have any matches pull usernames from member list
- in order of roles from online members
- if online member doesn't have matches, alphabetical order of offline members second
All while matching @FirstCharactersTyped
Additional context
- if a method of results has a limited amount of results, show results of next method immediately after
- separate roles from usernames, put them at the bottom
