The manage and create expression settings don't work

Describe the bug
When you create a role in the guild and you just give create expression and manage expression it does not let you access the settings. To be able to upload stickers or. Emojis even if you have that enabled as a role.
To Reproduce
Steps to reproduce the behavior:

1. Create a new user account.

2. Join a guild that you made.

3. Create a role. With the create expressions and manage expressions. Make sure manage roles or any administrative permissions are granted

4. After that you can login as that user. And you will not have access to the settings to upload. Any. Stickers or emojis

Expected behavior
The ability to just go into the settings and just see stickers and emojis and be able to edit them, upload them without having access to managing roles or any other administrative access unless given that to me
