Review 2D vs 3D CRS in transformation logic

positionCrs3DEllipsoidHeight is used in some transformations (e.g. stakeout panel). Let's use either 2D or 3D geoid (the configured one).

As mentioned in #4403 (review) I'm more inclined to use 2D CRS in the mentioned code per the review here & here
