Welcoming @ibirothe as a maintainer!

I've been rather negligent in my duties as a maintainer of this project over the last few years. The existing functionality works well but I haven't been adding any new features or even necessarily updating/modernizing the code base. Not only am I not using drawpyo in my work any longer I'm not even writing much Python these days!

That's why I was so happy when @ibirothe reached out to me about the project! He's using it and has some time for open-source work. I added him as a maintainer and hopefully with the two of our efforts combined we can get the project moving again.
