Update cdds environment specification to use more recent iris, numpy and include pyfive

To allow us to properly install a v3.4 we'll need to use the cmip7_repack script and this package requires pyfive, which in turn requires numpy 2, which needs an update to iris

Update the minimal environment with these requirements, build an environment and then confirm that the unit tests pass
