Beaufort Scale for wind gusts

What problem does your feature request solve?

We currently have a beaufort scale convertor and recipe for the sustained windspeed. We do not have the equivalent for gusts which are often more meaningful as a sensible weather parameter.

A recipe for the beaufort scale for wind gusts at 10 m.

We will probably need another operator, as the Beaufort scale is defined in terms of either a sustained wind, or a higher gusting speed.

We should be able to do this with a "pre-defined" recipe so it will occur as a different diagnostic on the GUI - that way you have one for sustained winds and one for gusts (e.g. F4 gusting F6). The "mean" wind in the table is not the same as a sustained wind - its just the average between the limits (hence no mean wind for F12). So thresholds are not changing just the type of wind is different.
