This is porting a change made to lfric_core to here to keep the build and deployment of the docs in sync.
I've split the GitHub workflows into reusable parts that can be called from a pr workflow and a ci workflow depending on whether the usage is as a pull request test of deployment.
I've also made the change to the spelling of LICENCE which went in on the same PR.
