Statement is identical to lfric_core apart from project/email names, and method of display is same. I built and viewed the pages to confirm the look and feel is as per lfric_core. So all is fine apart from the missing review date in the statement for which I've made a suggestion.
Once the review date is added I would propose to merge it.

Adding an accessibility statement as per government requirements. This has been based heavily on the one here MetOffice/lfric_core/pull/153 with changes to just the team and documentation names.
I've also added the changes to display the accessibiltiy statement in the footer.
