LFRic Metadata Centrally Available

Hi All,

As of the vn2.1 release of LFRic Apps, the Core and Apps rose metadata is being centrally mirrored on Met Office Systems so is on the default search path for rose metadata commands.
This means that you should no longer need to use ROSE_META_PATH or -M to specify the location of LFRic Core when testing upgrade macros or launching the rose edit gui.
