Display LaunchDialog on splitButton action

• trigger opening when SIMULATE or CREAT_AND_SIMULATE action is triggered
• add experiments.openLaunchDialog to state
• wire LaunchDialog in index.js to redux state
• Pass open flag to LaunchDialog to know when to render
• Equivalent to Error dialog
