This PR just updates the teams.json with the updated name for the packages related Web3Auth.

Reassigns web3auth-related packages in teams.json to team-onboarding and team-shield.

  • Reassign metamask/shield-controller, metamask/subscription-controller, and metamask/claims-controller to team-shield.
