revert: remove getMinimumBalanceForRentExemption from the codebase

Explanation

Reverts the breaking change MetaMask/metamask-mobile#25277 in order to unblock clients using the latest core controller, until a better solution is found.

Reintroduces Solana rent‑exemption balance handling in the bridge controller.

• Restores minimumBalanceForRentExemptionInLamports in controller state and exports selectMinimumBalanceForRentExemptionInSOL
• Adds snaps utils getMinimumBalanceForRentExemptionRequest and getMinimumBalanceForRentExemptionInLamports; fetch is triggered non‑blocking on Solana quote requests and reset on state reset
• Updates selectors, constants, controller metadata, and index.ts exports
• Expands tests and snapshots to cover happy/failure paths and snaps request shape; updates CHANGELOG
