Publishes @metamask/bridge-controller@67.2.0 by bumping its package version and promoting its recent changes into a new changelog entry (with updated compare links).

Updates consumers to pick up the new release by bumping @metamask/bridge-controller dependency ranges in @metamask/bridge-status-controller and @metamask/transaction-pay-controller, and refreshes yarn.lock accordingly. Also bumps the root monorepo version to 831.0.0.
