Cuts the 1.7.0 release by bumping package.json version from 1.6.0 to 1.7.0.

Updates CHANGELOG.md with a new 1.7.0 section and adjusts the compare links so [Unreleased] now targets v1.7.0...HEAD and adds the v1.6.0...v1.7.0 link.

Sorry I think we'll need to revert this. There was a breaking change made after this was approved, but before it was merged, so we'll need to use v2 instead of v1.7.0.
