Omnium: Clean up orphaned subclusters #762
Description
Omnium deals in caplets, which are kernel subclusters under the hood. Because of the vagaries of browser persistence APIs (async), subclusters may become orphaned. We need to detect and clean up orphaned subclusters when this occurs, probably at startup.
