Subscribe to networkDidChange instead of stateChange event from NetworkController

We need to update PPOMController to subscribe to the networkDidChange event instead of the stateChange event from NetworkController. Both src/ppom-controller.ts and src/ppom-controller.test.ts should be updated accordingly.

Looks like this might be referring to the networkDidChange event? NetworkController doesn't have a networkChange event.
