The instructions for bypassing gatekeeper checks are outdated for modern versions of macOS.

To work around this issue using Finder:

  1. Locate the downloaded package in Finder
  2. Control-click (click while pressing the Control (or Ctrl) key on the package
  3. Select Open from the context menu

On newer versions of macOS the user must attempt to open the pkg, close the prompt, then open System Settings > Privacy & Security and scroll down to the Security section. From there they will be able to click "Open Anyway" next to the listing for the installer.

In reality, it would be helpful if the packages were just signed/notarized properly, which would avoid the entire issue and increase security.
