Raspberry Pi installation instructions need to chmod +x the PowerShell application before it can be called.

Otherwise, one gets a confusing error from the copy/paste installation instructions.

@StartAutomating What tar.gz file did you use? What version of PowerShell?

There was a bug in the build process where the file modes weren't set properly in tar.gz packages, but that has been fixed. See PowerShell/PowerShell#27439 and related changes.
