### apt-key fails with "IPC connect call failed"

When running apt-key using Ubuntu 18.04 WSL, you may see outout similar to the following error:

Executing: /tmp/apt-key-gpghome.laY7qfQWPR/gpg.1.sh --keyserver packages.microsoft.com --recv-keys BC528686B50D79E339D3721CEB3E94ADBE1229CF
gpg: connecting dirmngr at '/tmp/apt-key-gpghome.laY7qfQWPR/S.dirmngr' failed: IPC connect call failed
gpg: keyserver receive failed: No dirmngr
```

This is due to a bug in WSL, which you can read more about here https://github.com/Microsoft/WSL/issues/3286

To work around this, replace the `apt-key` command in step 2 with the following

```bash
curl -sL "http://keyserver.ubuntu.com/pks/lookup?op=get&search=0xBC528686B50D79E339D3721CEB3E94ADBE1229CF" | sudo apt-key add
```

You should now be able to continue with step 3.
