Our Publish API docs already mention that the API is only for updating/publishing existing addons. In this PR, I'm just adding a quick note at the start of the API doc to clarify it even further. This should avoid readers being confused and trying to use the API to create new addons.
I'm also using this PR to fix a numbering issue in one of the lists, moving a screenshot to the right place in the list, and removing a note (there were 2 notes almost next to each other, and we know readers tend to skip over these big colored boxes).
