Delete the standalone vs-windows-dev.md document and remove its references across the subscriptions content (toc.yml, index.yml, vs-ide-benefit.md, using-the-subscriber-portal.md, what-are-subscriptions.md). Add a redirect for subscriptions/vs-windows-dev.md to /visualstudio/subscriptions. Update ms.date metadata to 02/09/2026 in multiple files, adjust table formatting in personal-email-sign-ins.md and sign-in-issues.md, and update the include metadata (author in the windows developer technical support include). Minor content/format cleanups associated with these changes.
Small formatting fixes in subscription docs: removed an unnecessary trailing space in subscriptions/vs-ide-benefit.md and normalized the ms.date metadata spacing in subscriptions/what-are-subscriptions.md.
