This PR updates the documents for WinGet to match the latest features from 1.12 and 1.28. These differences are currently documented mostly in the Release Notes
It also updates the example manifests to version 1.12.0 as 1.6.0 is deprecated on the community repository and the 1.28 manifest links are not active yet as they are still under
latestin the WinGet CLI GitHubcc @denelon @JohnMcPMS
