Why do you think this is a typo? To my mind, "allows" refers to "it", that is the fact of the usage, and not the plural of "screen libraries".

Anyways, I'm neither qualified nor interested in arguing about English grammar, especially not being a native speaker of the language. I'd rather "fix" this issue by splitting the sentence in two and using "this". I hope that this is then grammatically correct and unambiguous.
