Recording Requested_unknown_item when node doesn't have a frontier

Description

A node records Requested_unknown_item action for peers requesting data when it doesn't have a frontier. The node should simply return empty answer it is not a peer's fault in this case

Steps to Reproduce

1. start a local network
2. After more than k (290) blocks, start two nodes
3. you should see Unknown_item_requested against by the newly started nodes against each other

Expected Result

Shouldn't reduce peer trust score

Actual Result

Reduces peer trust score
