Clarify configuration cache support

This repo currently lacks a readme and does not declare on the Gradle Plugin Portal whether or not it supports the configuration cache.

Sidenote, it would be good if someone went through all of Forge's plugins currently on the Gradle Plugin Portal and declared which support the configuration cache and which don't yet.

Right, writing documentation the thing i'm horrible at.
As for marking the other gradle projects as config cache compatible, I would like to find a way to automate testing that. So that we can be sure we don't somehow break it in the future. one of the many things on my todo list is looking into automating gradle side tests like that.

I'll see if I can write up a quick description of the projects sometime this weekend if I have free time.
