How can I make the osd buttons outline instead of fill when focused?

I've tried all of the settings, but I can't get it to work. There is no outline, and I can't tell which button is selected unless I'm using fill icons.

I think the option you are looking for is this one:

The third setting in Display, once you set it to always outlined you will get the desired effect if i understand you correctly, but it's more of a global setting, if you want an osd override tell me.
