Investigate account creation email validation going to junk

When a new user signs up and gets a confirmation email, it will sometimes go to the users junk box. We need to adjust the email so it does not get flagged as spam

Should answer the email going to api@mobilitydata.org with the Subject line "Sign up email not arriving" with an update with as part of this issue.
