Adding GTFS Features Tracker to the Mobility Database

Describe the problem

We want the new GTFS Features Tracker to have a home on the Mobility Database.

Proposed solution

1. Migrate https://github.com/MobilityData/community.mobilitydata.org/blob/main/src/components/GtfsFeatureTracker.jsx/https://community.mobilitydata.org/gtfs-features to the Mobility Database website
2. Re-theme it to align with the website
3. Add it to the footer
4. When a user filters by a feature, include an additional banner in the search results that says: "Want to know which trip planners show this feature to riders? Take a look at the GTFS Features Tracker."
