Cyberpunk plugin update for MO 2.5.2

• update wiki with info about Cyberpunk and MOs load order
• plugin version bump (v2.3.1) for wiki reference
• check MO compatibility with REDprelauncher.exe => remove the executable option if necessary

Will be addressed later:

• note and link necessary RootBuilder update: [Bug] Update removed functions for Python 3.12 Kezyma/ModOrganizer-Plugins#36
• possibly fix profile specific save files (existing ones are not moved or similar)

I checked REDprelauncher, which does still seem to work with MO
Until the bug fix for RB is published, the default RB mode is set to copy for now. I will probably add another PR with some updated settings for RB, since the newer version is required now.
This can be merged.

Should the default be moved back to link now that RB 5.0.5 is out? I did one test run with CET and link seems to work.

Yes the fix got added in RB 5.0.5, but since will probably drop RB support (auto config etc.) for Cyberpunk altogether in favor of the (MO native) forced load library approach with #163, it is not worth changing it back now.
Additionally it might also create problems for users updating only MO.

I wasn't aware of force load libraries and that it is sufficient to support CET/RED4Ext from the VFS. Thanks for the link, I will try your test plugin with MO 2.5.2 instead of RB. Cheers.

Your test plugin is working very well for me with the current versions of CET and R4E, this has let me remove RB. Thanks for the link to the PR. Cheers.
