[Permission][Android] Manage ACCESS_BACKGROUND_LOCATION permission

In Android 11, we need to ask for ACCESS_BACKGROUND_LOCATION to get location update while the application is in background. It seems we cannot ask for this permission with calf-permission 0.7.1

Could you please add this feature ?
