Forwardporting: Resolve for SysMLScopes with imports and within packages aligning with current package

• The resolve within enclosing scopes does now consider the current packages as delegation member for types, functions and variables (ported from 7.8.34: Make Packages First-class Citizens in Scope Delegation #97)
• The resolve within enclosing scopes does now consider Imports based on its ast for for types, functions and variables (ported from 7.8.39 Only resolve first symbol from enclosing scope, updated docs for import-resolving #111 7.8.38 SysMLScopes resolving by imports for Functions and Variables #108 AST-based import resolution for sysmlv2 scopes #107)
